consistent with user/org/repo api

- Tests admin / user / org / repo level endpoints
Related to #33750 (implements point 1 and 2)
Via needs discovered in #32461, this runner api is needed to allow
cleanup of runners that are deallocated without user interaction.

This adds an endpoint (`/orgs/{org}/rename`) to rename organizations.
I've modeled the endpoint using the rename user endpoint --
`/admin/users/{username}/rename` -- as base.
It is the 1st time I wrote a new API endpoint (I've tried to follow the
rename users endpoint code while writing it). So feel free to ping me if
there is something wrong or missing.

This PR fixes inconsistencies between system and default webhooks in the
Gitea API. (See also #26418)
- A system webhook is a webhook that captures events for all
repositories.
- A default webhook is copied to a new repository when it is created.
Before this PR `POST /api/v1/admin/hooks/` creates default webhooks (if
not configured otherwise) and `GET /api/v1/admin/hooks/` returns system
webhooks.
The PR introduces an optional query parameter to `GET
/api/v1/admin/hooks/` to enable selecting if either default, system or
both kind of webhooks should be retrieved. By default the flag is set to
return system webhooks keep current behaviour.

In history (from some legacy frameworks), both `:name` and `name` are
supported as path path name, `:name` is an alias to `name`.
To make code consistent, now we should only use `name` but not `:name`.
Also added panic check in related functions to make sure the name won't
be abused in case some downstreams still use them.
This will allow instance admins to view signup pattern patterns for
public instances. It is modelled after discourse, mastodon, and
MediaWiki's approaches.
Note: This has privacy implications, but as the above-stated open-source
projects take this approach, especially MediaWiki, which I have no doubt
looked into this thoroughly, it is likely okay for us, too. However, I
would be appreciative of any feedback on how this could be improved.

This PR only does "renaming":
* `Route` should be `Router` (and chi router is also called "router")
* `Params` should be `PathParam` (to distingush it from URL query param, and to match `FormString`)
* Use lower case for private functions to avoid exposing or abusing
Since `modules/context` has to depend on `models` and many other
packages, it should be moved from `modules/context` to
`services/context` according to design principles. There is no logic
code change on this PR, only move packages.

Fixes an admin api bug related to `user.LoginSource`
Fixed `/user/emails` response not identical to GitHub api
This PR unifies the user update methods. The goal is to keep the logic
only at one place (having audit logs in mind). For example, do the
password checks only in one method not everywhere a password is updated.
After that PR is merged, the user creation should be next.
- Modify the `Password` field in `CreateUserOption` struct to remove the
`Required` tag
- Update the `v1_json.tmpl` template to include the `email` field and
remove the `password` field

Part of #27065
This reduces the usage of `db.DefaultContext`. I think I've got enough
files for the first PR. When this is merged, I will continue working on
this.
Considering how many files this PR affect, I hope it won't take to long
to merge, so I don't end up in the merge conflict hell.

This PR is a refactor at the beginning. And now it did 4 things.
- [x] Move renaming organizaiton and user logics into services layer and
merged as one function
- [x] Support rename a user capitalization only. For example, rename the
user from `Lunny` to `lunny`. We just need to change one table `user`
and others should not be touched.
- [x] Before this PR, some renaming were missed like `agit`
- [x] Fix bug the API reutrned from `http.StatusNoContent` to `http.StatusOK`
Partially for #24457
Major changes:
1. The old `signedUserNameStringPointerKey` is quite hacky, use
`ctx.Data[SignedUser]` instead
2. Move duplicate code from `Contexter` to `CommonTemplateContextData`
3. Remove incorrect copying&pasting code `ctx.Data["Err_Password"] =
true` in API handlers
4. Use one unique `RenderPanicErrorPage` for panic error page rendering
5. Move `stripSlashesMiddleware` to be the first middleware
6. Install global panic recovery handler, it works for both `install`
and `web`
7. Make `500.tmpl` only depend minimal template functions/variables,
avoid triggering new panics

There was only one `IsRepositoryExist` function, it did: `has && isDir`
However it's not right, and it would cause 500 error when creating a new
repository if the dir exists.
Then, it was changed to `has || isDir`, it is still incorrect, it
affects the "adopt repo" logic.
To make the logic clear:
* IsRepositoryModelOrDirExist
* IsRepositoryModelExist
this is a simple endpoint that adds the ability to rename users to the
admin API.
Note: this is not in a mergeable state. It would be better if this was
handled by a PATCH/POST to the /api/v1/admin/users/{username} endpoint
and the username is modified.
