Why? You are working on a ticket, it's ready to be moved to the QA
column in your project. Currently you have to go to the project, find
the issue card, then move it. With this change you can move the issue's
column on the issue page.
When an issue or pull request belongs to a project board, a dropdown
appears in the sidebar to move it between columns without opening the
board view. Read-only users see the current column name instead.

This PR split the `Board` into two parts. One is the struct has been
renamed to `Column` and the second we have a `Template Type`.
But to make it easier to review, this PR will not change the database
schemas, they are just renames. The database schema changes could be in
future PRs.

On creation of an empty project (no template) a default board will be
created instead of falling back to the uneditable pseudo-board.
Every project now has to have exactly one default boards. As a
consequence, you cannot unset a board as default, instead you have to
set another board as default. Existing projects will be modified using a
cron job, additionally this check will run every midnight by default.
Deleting the default board is not allowed, you have to set another board
as default to do it.

1. remove unused function `MoveIssueAcrossProjectBoards`

3. use db.NoCondition instead of -1. (BTW, the usage of db.NoCondition
is too confusing. Is there any way to avoid that?)
4. remove the unnecessary comment since the ctx refactor is completed.
5. Change `b.ID != 0` to `b.ID > 0`. It's more intuitive but I think
they're the same since board ID can't be negative.

This issue comes from the change in #25468.
`LoadProject` will always return at least one record, so we use
`ProjectID` to check whether an issue is linked to a project in the old
code.
As other `issue.LoadXXX` functions, we need to check the return value
from `xorm.Session.Get`.
In recent unit tests, we only test `issueList.LoadAttributes()` but
don't test `issue.LoadAttributes()`. So I added a new test for
`issue.LoadAttributes()` in this PR.

This PR introduce a new db method `InTransaction(context.Context)`,
and also builtin check on `db.TxContext` and `db.WithTx`.
There is also a new method `db.AutoTx` has been introduced but could be used by other PRs.
`WithTx` will always open a new transaction, if a transaction exist in context, return an error.
`AutoTx` will try to open a new transaction if no transaction exist in context.
That means it will always enter a transaction if there is no error.
