Edit file workflow for creating a fork and proposing changes (#34240)
When viewing a file that the user can't edit because they can't write to
the branch, the new, upload, patch, edit and delete functionality is no
longer disabled.

If no user fork of the repository exists, there is now a page to create one.
It will automatically create a fork with a single branch matching the one
being viewed, and a unique repository name will be automatically picked.

When a fork exists, but it's archived, a mirror or the user can't write
code to it, there will instead be a message explaining the situation.

If the usable fork exists, a message will appear at the top of the edit page
explaining that the changes will be applied to a branch in the fork. The
base repository branch will be pushed to a new branch to the fork, and
then the edits will be applied on top.

The suggestion to fork happens when accessing /_edit/, so that for
example online documentation can have an "edit this page" link to
the base repository that does the right thing.

Also includes changes to properly report errors when trying to commit
to a new branch that is protected, and when trying to commit to an
existing branch when choosing the new branch option.

Allow renaming/moving binary/LFS files in the UI (#34350)
Adds the ability to rename/move binary files like binary blobs or images
and files that are too large in the web ui.
This was purposed in #24722, along with the ability edit images via an
upload of a new image, which I didn't implement here (could be done in a
separate PR).

The name "FileName" is ambiguous: sometimes it is "base name without
path", sometimes it is "full name with path".

The ambiguous name causes various problems.

This PR clarifies the usage: `FileTreePath`: the full name with path.

Decouple diff stats query from actual diffing (#33810)
The diff stats are no longer part of the diff generation.
Use `GetDiffShortStat` instead to get the total number of changed files,
added lines, and deleted lines.
As such, `gitdiff.GetDiff` can be simplified:
It should not do more than expected.

And do not run "git diff --shortstat" for pull list. Fix #31492

Fix all rounded borders, change affected tab menus to pills (#30707)
Fixes https://github.com/go-gitea/gitea/issues/30673, all 23 issues.
Notes:

- Tab bar menus had to change to pills because of unsolvable issue with
the border-radius as tab bar renders a overlapping border onto the box
below. And I think pills look better.
- Added padding to code editor empty preview message
- Hide monaco's built-in blue focus border, we don't need it and it
never showed before either.
- Label add menu is simplified, removing the nested segment.

Put an edit file button on pull request files to allow a quick operation (#29697)
Resolve #23848

This PR put an edit file button on pull request files to allow a quick
edit for a file. After the edit finished, it will return back to the
viewed file position on pull request files tab.

It also use a branch view file link instead of commit link when it's a
non-commit pull request files view.

Editor error message misleading due to re-used key. (#29859)
The error message:

`editor.file_changed_while_editing = The file contents have changed
since you started editing. <a target="_blank" rel="noopener noreferrer"
href="%s">Click here</a> to see them or <strong>Commit Changes
again</strong> to overwrite them.`

Is re-used in inappropriate contexts. The link in the key goes to a 404
when the key is used in a situation where the file contents have not
changed.

Added two new keys to differentiate commit id mismatch and push out of
date conditions.

Since `modules/context` has to depend on `models` and many other
packages, it should be moved from `modules/context` to
`services/context` according to design principles. There is no logic
code change on this PR, only move packages.

Preserve BOM in web editor (#28935)
The `ToUTF8*` functions were stripping BOM, while BOM is actually valid
in UTF8, so the stripping must be optional depending on use case. This
does:

- Add a options struct to all `ToUTF8*` functions, that by default will
strip BOM to preserve existing behaviour
- Remove `ToUTF8` function, it was dead code
- Rename `ToUTF8WithErr` to `ToUTF8`
- Preserve BOM in Monaco Editor
- Remove a unnecessary newline in the textarea value. Browsers did
ignore it, it seems but it's better not to rely on this behaviour.

Related: https://github.com/go-gitea/gitea/issues/6716 which seems to
have once introduced a mechanism that strips and re-adds the BOM, but
from what I can tell, this mechanism was removed at some point after
that PR.

Refactor "editorconfig" (#26391)
There are 2 kinds of ".Editorconfig" in code, one is `JSON string` for
the web edtior, another is `*editorconfig.Editorconfig` for the file
rendering (used by `TabSizeClass`)

This PR distinguish them with different names.

And by the way, change the default tab size from 8 to 4, I think few
people would like to use 8-size tabs nowadays.

Refactor "Content" for file uploading (#25851)
Before: the concept "Content string" is used everywhere. It has some
problems:

1. Sometimes it means "base64 encoded content", sometimes it means "raw
binary content"
2. It doesn't work with large files, eg: uploading a 1G LFS file would
make Gitea process OOM

This PR does the refactoring: use "ContentReader" / "ContentBase64"
instead of "Content"

This PR is not breaking because the key in API JSON is still "content":

data to read database to reduce git read operations.

API endpoint for changing/creating/deleting multiple files (#24887)
This PR creates an API endpoint for creating/updating/deleting multiple
files in one API call similar to the solution provided by
[GitLab](https://docs.gitlab.com/ee/api/commits.html#create-a-commit-with-multiple-files-and-actions).

To archive this, the CreateOrUpdateRepoFile and DeleteRepoFIle functions
in files service are unified into one function supporting multiple files
and actions.

Create pull request for base after editing file, if not enabled on fork (#24841)
Currently if pull requests are disabled on a fork but enabled on a base
repo, creating/editing/deleting files does not offer the option to
create a pull request. This change enables creating a pull request for
the base repo in that case.

Use graceful editorconfig loader to reduce errors when loading malformed editorconfigs (#21257)
The _graceful_ should fail less when the `.editorconfig` file isn't
properly written, e.g. boolean values from YAML or unparseable numbers
(when a number is expected). As is... information is lost as the
_warning_ (a go-multierror.Error) is ignored. If anybody knows how to
send them to the UI as warning; any help is appreciated.

Thanks to @silverwind for the first try in #15394 . Close #10729 and a

The EasyMDE is not removed, now it works as a fallback, users can switch
between these two editors.

Editor preview support for external renderers (#23333)
Remove `[repository.editor] PREVIEWABLE_FILE_MODES` setting that seemed
like it was intended to support this but did not work. Instead, whenever
viewing a file shows a preview, also have a Preview tab in the file
editor.

Add new `/markup` web and API endpoints with `comment`, `gfm`,
`markdown` and new `file` mode that uses a file path to determine the
renderer.

Remove `/markdown` web endpoint but keep the API for backwards and
GitHub compatibility.

## ⚠️ BREAKING ⚠️

The `[repository.editor] PREVIEWABLE_FILE_MODES` setting was removed.
This setting served no practical purpose and was not working correctly.
Instead a preview tab is always shown in the file editor when supported.

Introduce path Clean/Join helper functions (#23495)
Since #23493 has conflicts with latest commits, this PR is my proposal
for fixing #23371

Details are in the comments

And refactor the `modules/options` module, to make it always use
"filepath" to access local files.

Benefits:

* No need to do `util.CleanPath(strings.ReplaceAll(p, "\\", "/"))),
"/")` any more (not only one before)
* The function behaviors are clearly defined
