refactor: replace Fomantic modal with native dialog ( #39846 )

Replace Fomantic's hard-forked jQuery modal with native `<dialog>`
elements, advancing https://github.com/go-gitea/gitea/issues/29849 . The
UI is visually unchanged. Dialogs open with `show()` over an `inert`
page, so tooltips, popups and toasts mounted on `<body>` stay usable
above them, unlike with `showModal()`
(https://github.com/whatwg/html/issues/9936 ).
- Remove the Fomantic modal and dimmer, add `showModal` and `hideModal`
- Declare modals as `<dialog class="modal-dialog">`, shown inside a
`.modal-backdrop`, instead of `ui modal` with its unused size classes
- Remove two modals that could never be opened
- Block the page while a modal is open, close the topmost one on Escape
and restore focus to its opener
- Allow stacked modals, use a confirm modal instead of `window.confirm`
for deleting content history
- Hide popups and toasts when a modal opens or closes
- Keep the release notes modal open when generating notes fails

enhance(ui): use normal line-height for buttons and selection dropdowns ( #39796 )

The legacy Fomantic `line-height: 1` on buttons made ellipsized button
text clip descenders like `g` letters, like in the PR target branch
selector. Selection dropdowns were 3px taller than the inputs and
buttons next to them because their padding assumed `line-height: 1em`.
- Buttons and selection dropdowns use `--line-height-default` with
smaller vertical padding, `min-height` keeps their sizes for every font
including CJK
- Remove overrides that only compensated for the old values and dropdown
declarations that never applied
- Label-edit and push-mirror modals use regular-size action buttons like
all other modals

Migrate fomantic search and modal CSS to first-party modules ( #36869 )
...
Replace the fomantic search.css (520 lines) and modal.css (698 lines)
with minimal first-party modules containing only the rules actually
used. Hardcoded colors are replaced with theme variables, and the
base.css overrides are merged directly into the new modules.
With this change, all original Fomantic CSS is now gone.
**search.css**: 520 → 85 lines
**modal.css**: 698 → 329 lines

Fix all rounded borders, change affected tab menus to pills ( #30707 )

Fixes https://github.com/go-gitea/gitea/issues/30673 , all 23 issues.
Notes:
- Tab bar menus had to change to pills because of unsolvable issue with
the border-radius as tab bar renders a overlapping border onto the box
below. And I think pills look better.
- Added padding to code editor empty preview message
- Hide monaco's built-in blue focus border, we don't need it and it
never showed before either.
- Label add menu is simplified, removing the nested segment.

current repository) and repo level variables, The Environment level
variables have not been implemented.
Because

is a module separate from `Actions`. Maybe it would be better to create
a new PR to do it.

Improve some modal action buttons ( #24289 )

Follow #24097 and #24285
And add a devtest page for modal action button testing.
http://localhost:3000/devtest/fomantic-modal
Now the `modal_actions_confirm.tmpl` could support: green / blue /
yellow positive buttons, the negative button is "secondary".
ps: this PR is only a small improvement, there are still a lot of
buttons not having proper colors. In the future these buttons could be
improved by this approach.
These buttons could also be improved according to the conclusion of
#24285 in the future.
And add GitHub-like single danger button (context:

This PR is to fix
https://github.com/go-gitea/gitea/issues/23318#issuecomment-1506275446 .
The way to fix this in this PR is to use `delete_modal_actions.tmpl`
here both to fix this issue and keep ui consistency (as suggested by
[TODO
here](https://github.com/go-gitea/gitea/blob/4299c3b7db61f8741eca0ba3d663bb65745a4acc/templates/projects/view.tmpl#L161 ))
And this PR also refactors `delete_modal_actions.tmpl` and its related
styles, and use the template for more modal actions:
1. Added template attributes:
* locale
* ModalButtonStyle: "yes" (default) or "confirm"
* ModalButtonCancelText
* ModalButtonOkText
2. Rename `delete_modal_actions.tmpl` template to
`modal_actions_confirm.tmpl` because it is not only used for action
modals deletion now.
3. Refactored css related to modals into `web_src/css/modules/modal.css`
and improved the styles.
4. Also use the template for PR deletion modal and remove issue
dependency modal.
5. Some modals should also use the template, but not sure how to open
them, so mark these modal actions by `{{/* TODO: Convert to
base/modal_actions_confirm */}}`
