Fixes #36532
Refined the Enter key trigger logic in the repository filter to prevent
actions during IME composition.
By checking the e.isComposing property, the filter now correctly
distinguishes between "confirming an IME candidate" and "submitting the
search." This prevents premature search triggers when users press Enter
to select Chinese/Japanese characters.

A big step towards enabling strict mode in Typescript.
There was definitely a good share of potential bugs while refactoring
this. When in doubt, I opted to keep the potentially broken behaviour.
Notably, the `DOMEvent` type is gone, it was broken and we're better of
with type assertions on `e.target`.

Previously, pressing the down arrow key on the last item of a list would
incorrectly load the latest page when not release key. This commit
corrects the logic to ensure that the next page is loaded as intended.
- Fix all typescript errors in `.vue` files
- Fix regression from https://github.com/go-gitea/gitea/pull/32329 where
"Recent Commits" chart would not render.

Many files do not directly depend on jQuery now.
To clarify the usage: use `fomanticQuery` to operate Fomantic
components.
Then developers could focus on removing the remaining jQuery usages by
searching `import $` globally.

Fix#13489
In the original implementation, only `All` will display your owned and
collaborated repositories. For other filters like `Source`, `Mirrors`
and etc. will only display your owned repositories.
This PR removed the limitations. Now except `collbrations`, other
filters will always display your owned and collaborated repositories.
None of the frontend js/ts files was touched besides these two commands
(edit: no longer true, I touched one file in
61105d0618
because of a deprecation that was not showing before the rename).
`tsc` currently reports 778 errors, so I have disabled it in CI as
planned.
Everything appears to work fine.
Fixes https://github.com/go-gitea/gitea/issues/30005. Regression from
https://github.com/go-gitea/gitea/pull/29945.
There was only once instance of `tw-content-center` before that PR, so I
just ran below command and reverted that one instance.

WIP because:
- [x] Some calls set a `content-type` but send no body, can likely
remove the header
- [x] Need to check whether `charset=utf-8` has any significance on the
webauthn calls, I assume not as it is the default for json content.
- [x] Maybe `no-restricted-globals` is better for eslint, but will
require a lot of duplication in the yaml or moving eslint config to a
`.js` extension.
- [x] Maybe export `request` as `fetch`, shadowing the global.
The [recommended order](https://vuejs.org/guide/scaling-up/sfc.html) for
SFC blocks is script -> template -> style, which we were violating
because template and script were swapped. I do find script first also
easier to read because the imports are on top, letting me immideatly see
a component's dependencies.
This is a pure cut-paste refactor with some removal of some empty lines.

There was some recent discussion about this in Discord `ui-design`
channel and the conclusion was that
https://github.com/go-gitea/gitea/issues/24305 should have fixed their
OS font installation to have semibold weights.
I have now tested this 601 weight on a Windows 10 machine on Firefox
myself, and I immediately noticed that bold was excessivly bold and
rendering as 700 because browsers are biased towards bolder fonts. So
revert this back to the previous value.
