Backport https://github.com/go-gitea/gitea/pull/39947 PRs targeting `release/v28` run this branch's `giteabot.yml`, and `v1.3.1` runs the merge queue when such a PR merges, so the branch needs the same pin. `giteabot-backport.yml` gets it too to keep the branches in sync.
