094eeee365 fix(actions): ack re-sent UpdateLog finalize idempotently (#37885 ) (#37892 )

Backport #37885 by @silverwind

Fixes https://github.com/go-gitea/gitea/issues/37871, full backwards and
forwards compatible with runners.
