Remove jQuery AJAX from the archive download links (#29380) ...

- Removed all jQuery AJAX calls and replaced with our fetch wrapper
- Tested the repo archive download links dropdown functionality and it
works as before

# Demo using `fetch` instead of jQuery AJAX
